HC Deb 19 December 1985 vol 89 cc308-9W
Mr. Blair

asked the Chancellor of the Exchequer if he will give details of the amount of outstanding Government debt to countries in sub-Saharan Africa and if he will give a breakdown by country.

Mr. Ian Stewart

[pursuant to his reply, 3 December 1985, c. 176]: Capital repayments outstanding on loan disbursements from the official United Kingdom aid programme and by the Commonwealth Development Corporation to developing countries in sub-Saharan Africa totalled £132 million and £281 million, respectively, at the most recent dates for which the information is available (31 March or 30 September 1985 for the former, and 30 September 1985 for the latter). Interest already due on these disbursements but not yet received by the same dates amounted to £2 million on the aid programme loans and £5 million on the CDC loans. A breakdown of the total capital repayments and interest by country is as follows.

Outstanding principal due under contracts with sub-Saharan African countries guaranteed by the Export Credits Guarantee Department totalled £2,608 million at 30 September 1985. Past interest already due but not yet received and future interest related to the outstanding amount totalled £573 million at the same date. It has been the practice of successive Administrations not to make public ECGD's involvement with particular countries.
