asked the Secretary of State for Social Services what rate of child benefit is assumed in the calculation of gainers and losers in the technical annex to the White Paper "Reform of Social Security" (Cmnd. 9691).

For those tables illustrating the effect of structural reform, the current child benefit rate of £7 is assumed. As for other benefit rates, an uprating factor of 3.25 per cent. in April 1988 is assumed for the tables showing the cash position at the point of change.
