§ 113. Mr. Ernie Rossasked the Secretary of State for Scotland what advice he has given to health board members about possible conflicts of interests arising from privatisation proposals.
§ Mr. John MacKayThe general obligation of chairmen and members to declare any interests related to specific contracts is set out in the National Health Service (Health Boards: Membership, Procedure and Payment of Subscriptions) (Scotland) Regulations 1975. The standing orders of health boards also cover declarations of interest.
§ Mr. Ernie Rossasked the Secretary of State for Scotland (1) whether he requires health board chairmen to disclose to him particular financial interests which could lead to a conflict of interest when awarding contracts for hospital catering services;
(2) whether he requires health board members to dislose to him particular financial interests which could lead to a conflict of interest when awarding contracts for hospital cleaning services.
§ Mr. John MacKayNo, but under the National Health Service (Health Boards: Membership, Procedure and Payment of Subscriptions) (Scotland) Regulations 1975 chairmen and members of boards are required, if they have any interest in a particular contract and if they are present at a relevant meeting of a board or one of its committees, to declare that interest and take no part in the discussions about the award of the contract.
