§ Sir Geoffrey HoweIt was agreed that the European Parliament should be consulted on the Council's initial view of Commission proposals for legislation in a limited number of areas. The last word on all such legislation would remain with the Council. The European 201W Parliament's assent would be required for new accessions to the Community and for new association agreements with third countries of groups of countries.
