asked Her Majesty's Government:

Whether the EC Commission's proposal to charge a co-responsibility levy to each farmer on that part of his production of cereals which is marketed or sent to intervention is likely either to reduce the cost to the budget of cereals or bring home to farmers the real situation on the market.

Discussion of the Commission's ideas for a co-responsibility levy on sales of cereals has only just begun, and the Commission has yet to produce detailed formal proposals. It is not possible, therefore, to assess accurately the effects of such a levy.
