§ Mr. Spellerasked the Secretary of State for the Environment if he will take steps during Energy Efficiency Year to widen the scope of the homes insulation scheme to allow for the inclusion of cavity walls and extend the qualification level to those householders currently with 1 in to 2 in loft insulation.

§ Sir George YoungThe scope of the homes insulation scheme is kept under review. The scheme was extended only last year to make grants payable to householders to top up existing insulation of 30 mm or less. My right hon. Friend has no plans at present further to widen or extend the scheme.
