asked the Secretary of State for Scotland whether he is yet in a position to announce the level of rate relief available in 1986–87 to domestic and commercial ratepayers in Scotland.

Mr. Ancram

My right hon. Friend in his statement on 3 December said that revaluation rate relief would continue in 1986–87 but that the level of relief would be reduced from 100 per cent. to 75 per cent.

He has circulated to authorities proposals for the distribution of grant in 1986–87 in preparation for his meeting with the convention of 16 December. These include a proposal to set domestic rate relief for the coming year at 7p per pound of rateable value.
