§ Mrs. ChalkerWe are considering with other Departments the possibility of selective changes in the 659W present arrangements for providing insulation against increased traffic noise associated with the road schemes of highway authorities. I cannot, however, encourage the hope of any general retrospective provision for unimproved roads in existence before the cut off date of the current noise insulation regulations.
