asked the Secretary of State for Transport whether he has any proposals to update the noise insulation regulations to deal with the position of dwellings adjacent to highways which have not been improved since 1969; and if he will make a statement.

We are considering with other Departments the possibility of selective changes in the present arrangements for providing insulation against increased traffic noise associated with the road schemes of highway authorities. I cannot, however, encourage the hope of any general retrospective provision for unimproved roads in existence before the cut off date of the current noise insulation regulations.
