§ Mr. DunnAccording to returns submitted to the Department by all LEAs in January 1985 as part of the annual statistical exercise, a total of 127,889 children have statements of special educational needs under the 1981 Act. Overall, this represents 1.6 per cent. of all the school population. It is not possible to identify from the returns the proportion of children in special schools with statements.
