§ Mr. HowardAnti-dumping legislation is a matter of Community competence and there are no present plans to strengthen it. As to counterfeiting, we are considering a proposal for general reform of the United Kingdom law made by the anti-counterfeiting group which represents a range of industries. The Government are also working both within the Community and in the GATT to improve measures restricting trade in counterfeit goods.
