§ Mrs. ChalkerNo. I do not believe the scale of the problem is such that we should consider seriously a statutory licensing system for dealers in used tyres. Trading standards officers are already empowered to examine tyres offered for sale, and I have recently advised motorists to check tyres for obvious defects before purchase.
