§ Mr. Giles ShawChief officers of police are responsible for recruitment of police personnel. Both the police and prison services make substantial efforts to encourage recruitment from within ethnic minority communities; particular reference is made to them in all advertising material; from time to time special campaigns are mounted in areas of high ethnic concentration; regular contact is maintained with community leaders; and the prison service in particular enjoys ongoing assistance from job centre staff.
