asked Her Majesty's Government:

Whether they will amend the draft Supplementary Benefit (Resources) Amendment (No. 3) Regulations 1985 so that they only come into force when the local housing authority certifies that sufficient rented accommodation of a reasonable standard for single persons under 26 exists within their area to meet normal demand.

No. One of the aims of these regulations is to avoid local authorities being encouraged to rely on people using expensive and inappropriate board and lodging accommodation rather than seeking to ensure sufficient rented accommodation of a reasonable standard or using other more appropriate means of resolving housing problems.
