asked the Secretary of State for the Environment what representations he has received from the hon. Member for Basildon, the Basildon development corporation and others about the roofing over the town centre square in Basildon.

In August this year it was decided not to allow Basildon development corporation to proceed with the roofing of town square on the financial terms which were then proposed. At her request, on 25 November I met the chairman of the corporation, together with my hon. Friend and my hon. Friend, the Member for Billericay (Mr. Proctor) to discuss the corporation's concern about this decision and to see whether a way could be found of allowing the project to go ahead, I recognise the benefits which roofing town square would bring to the town centre, but I must also be satisfied with the financial aspects of any proposal.
