Mr. Kirkwood

asked the Secretary of State for Social Services how much his Department has spent on employing the advertising agency TBWA; and what has resulted from this employment.

Mr. Hayhoe

Advertising agencies are paid on a commission basis by the media operators, not by their clients. TBWA has not, therefore, received any money directly from the Department for its services, apart from production costs.

Media spending channelled through TBWA plus production costs has been as follows:
