asked the Paymaster General how the Manpower Services Commission will decide which coalfield areas will benefit from the Manpower Services Commission-National Coal Board (Enterprise) Ltd. joint training initiative.

Through the NCB job and career change scheme, redundant mineworkers can apply for training at any skillcentre in Great Britain, and the NCB will also consider applications for training with training providers other than the skillcentre training agency of the Manpower Services Commission.

asked the Paymaster General how the funds allocated to the Manpower Services Commission-National Coal Board (Enterprise) Ltd. joint training scheme are to be divided among coalfield areas; and how much these funds amount to.

This is an internal matter for the National Coal Board.

asked the Paymaster General what criteria the Manpower Services Commission will use to decide the nature of the training to be carried out under the Manpower Services Commission-National Coal Board (Enterprise) Ltd. joint training initiative.

Mr. Trippier

The skillcentre training agency is prepared to offer training in all occupational and skill areas which it is experienced and equipped to provide. The training programme for each individual applicant to the NCB job and career change scheme is tailored to meet his/ her specific experience and requirements and to reflect local labour market opportunities.

asked the Paymaster General how, in the case of the Manpower Services Commission-National Coal Board (Enterprise) Ltd. joint training scheme, the Manpower Services Commission proposes to ascertain market requirements for new skills.

The MSC-NCB agreement required the skillcentre training agency to undertake appraisals for each geographical area to ensure that any training which the board may request the agency to provide relates to the needs of local labour markets.

asked the Paymaster General how many redundant miners have applied for re-training under the Manpower Services Commission-National Coal Board (Enterprise) Ltd. joint training scheme; and how many have received or are receiving training.

To 31 October 1985 (the latest figure available) skillcentres had received 161 applications for training under the NCB job and career change scheme. By 31 October 1985, 74 applicants had commenced skillcentre training.

asked the Paymaster General how the Manpower Services Commission proposes to monitor the Manpower Services Commission-National Coal Board (Enterprise) Ltd. joint training initiative; and what criteria it will use to do so.

Mr. Trippier

Skillcentre training agency (STA) management requires all operating units to provide monthly details of NCB job and career change scheme (JACCS) activity. Through this the agency's management can monitor the level of applications received, training places offered, NCB employees in training, training courses completed, and so on.

Both STA and NCB are maintaining records of employment and further training entered by those completing JACCS training.

asked the Paymaster General if he will list the centres where training is available under the Manpower Services Commission-National Coal Board (Enterprise) Ltd. point trading scheme, what courses are available at each centre, how many places are available on each course at each centre, the length of each course, the type of qualification gained on completion of each course and the number of places currently filled on each course.

Skillcentres will make available training in every occupational and skill area which they are experienced and equipped to provide.
