§ Mr. RifkindYes. We take every opportunity to impress upon the Zimbabwe authorities the hardship which their controls can cause and the need to exercise flexibility wherever possible. Both my right hon. Friend the Prime Minister and my right hon. and learned Friend have discussed this matter with Mr. Mugabe in recent months.

§ Mr. RifkindWe known of seven mono-British citizens detained in Zimbabwe. One is held under the Zimbabwean Emergency Powers Act; the remaining six have been convicted on various criminal charges. Our consular staff in Zimbabwe do all they properly can to help the detainees and, unless specifically requested not to, make prison visits.
