§ Mr. Jopling[pursuant to his reply, 19 April 1985, c. 299]: Government-funded agricultural research and development is primarily directed to the needs of the United Kingdom industry and the domestic consumer. The research results are, however, available to Third world countries if they are appropriate to their needs. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs sponsors and supports a programme of research aimed at gathering new knowledge and evolving new techniques directly related to the needs of developing countries.
