§ Mr. NewtonIt is not possible at this stage to separate out with precision the effect of increased take-up from other factors influencing increased expenditure on social security benefits in such areas as invalidity benefit, housing benefit and supplementary benefit for board and lodging (including residential care and nursing homes). However the number of people claiming mobility allowance, attendance allowance and severe disablement allowance has proved consistently higher than expected.
