§ Mr. LuceThe first round of United States—Soviet talks in Geneva on nuclear and outer space arms has borne out predictions that these talks would be long and hard. Discussions have so far concentrated on procedural matters, relating to the work of the three negotiating subgroups, and on the presentation of views by each side. Our American allies continue to keep us closely informed of detailed developments which must, of course, remain confidential.
