Mr. Porter

asked the Secretary of State for Social Services whether public funds were spent on letting off 10,000 black helium-filled balloons in Covent Garden on 20 March as part of the National No-Smoking Day campaign.

The National No-Smoking Day campaign is supported financially by a wide variety of commercial and public bodies including the Health Education Council, which is Funded by the Department. Some of the other supporting voluntary organisations are in receipt of Government grants.
