asked the Secretary of State for Transport when he proposes to introduce regulations to require that only personal baggage which can be stowed and secured in approved storage compartments will be allowed into an aircraft cabin; and if he will make a statement.

New regulations requiring baggage to be properly secured are set out in articles 2(3) and 2(10) of the Air Navigation (Fourth Amendment) Order 1985. The regulations apply to aircraft registered in the United Kingdom carrying passengers on public transport and come into operation on 26 April 1985. In the case of aircraft capable of seating more than 30 passengers, baggage must be stowed in passenger compartment stowage spaces approved by the Civil Aviation Authority. These can include under seat stowage spaces where forward restraint bars are fitted to seats.
