§ Mr. BrookeUniversities are responsible for determining their own procedures, under the terms of their founding Instruments, my right hon. Friend is concerned however that universities should have appropriate machinery for dealing with complaints of various kinds and looks forward to the outcome of the consideration that the Committee of Vice-Chancellors and Principals is giving to these issues.
