Mr. Sims

asked the Secretary of State for Education and Science what estimate he has made of the increased costs to (a) universities, (b) polytechnics and (c) colleges and institutes of higher education in England and Wales imposed by the changes in national insurance contributions; and if he will take steps to match these with an increase in grants.

Mr. Brooke

[pursuant to his reply, 4 April 1985, c. 697]: The Department's estimate of the increased cost in the first full year of the changes in national insurance contributions for universities and other centrally funded institutions of higher education is about £10 million. The implications are under consideration.

It is estimated that local authorities will gain overall from the changes: no estimates have been made for particular service sectors and the Government do not have details of all salaries and wages paid by local authorities.
