§ Mr. Nicholas EdwardsResponsibility for rating rests with my right hon. Friend the Secretary of State for the Environment. The White Paper on Rates in August 1983 announced our intention to set in train the work required for a non-domestic revaluation and to issue a consultation document on a domestic revaluation. Action on these fronts is proceeding.
