§ Mr. MooreIt is our policy to reduce overall burden taxation, resources permitting. We are also concerned with the balance of taxation. In both the 1984 and 1985 Budgets my right hon. Friend the Chancellor of the Exchequer proposed measures which shifted some of the burden of personal taxation from earnings to spending.
