§ Mr. Simsasked the Secretary of State for Education and Science what estimate he has made of the increased costs to (a) universities, (b) polytechnics and (c) colleges and institutes of higher education in England and Wales imposed by the changes in national insurance contributions; and if he will take steps to match these with an increase in grants.
