§ Sir George YoungThe Government's decisions on the level of provision for capital expenditure on housing are based on a judgment of what can be afforded, having regard to household projections and information about the needs of individual local authorities, the views of the local authority associations and representatives of the voluntary housing movement, and wider economic considerations.
