§ Mr. RifkindIt is our judgment, after taking all factors into account, including the circumstances of Bophuthatswana's creation, the agreements then concluded, its fractured territory and its relationship with South Africa, that Bophuthatswana does not meet our criteria for recognition as a independent state.
