§ Mr. RifkindIn order to encourage Turkey's return to democracy a large majority of member states is ready to agree to the unblocking of aid under the supplementary protocol on the first enlargement of the Community, and under the 1980 special aid programme, in the context of a step by step approach to the restoration of normal relations between Turkey and the European Community as the situation in Turkey develops. It would not be helful to pinpoint individual countries holding up progress. We have pressed strongly for the resumption of Community aid, both in the Community and in bilateral contacts with other member states. My right hon. and learned Friend last raised the subject with my colleagues in the 10 at the Political Co-operation Ministerial meeting in Dublin on 11 September.
