Mr. Maclean

asked the Secretary of State for Foreign and Commonwealth Affairs if he will (a) publish a list of countries which have free trade unions and (b) publish guidelines for British organisations seeking aid from oppressive overseas totalitarian regimes.

The list of countries with trade unions which are affiliated to the International Confederation of Free Trade Unions (ICFTU), which is the internationally accepted basis for defining free trade unions, is as follows.

We have no reason to think that British organisations disposed to seek aid from the kind of regimes referred to would be influenced by guidelines.
