asked the Secretary of State for the Environment if he will make a statement on the progress being made by local authorities in implementing section 13 of the Rates Act 1984.

In response to the new duty in section 13 of the Rates Act 1984, local authorities are beginning to consult local business representatives on their expenditure plans for 1985–86.
