Mr. Wareing

asked the Secretary of State for Foreign and Commonwealth Affairs what funds are provided by the United Kingdom to the International Fund for Agricultural Development; what percentage of the total funding this represents; if there is likely to be an increase in the United Kingdom's contribution; and if he will make a statement.

Mr. Raison

For the first replenishment, which totalled US$1.1 billion, the United Kingdom provided £12.9 million. This represented 2.7 per cent. of the overall total (or 5 per cent. of the total contributed by category I— OECD members). Assuming that the negotiations on the second replenishment reach a successful conclusion, it is likely that the British contribution would be proportionately of a similar order. This would depend on the rate of exchange between one pound sterling and the US dollar used for the replenishment.

asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the recent meeting of the International Fund for Agricultural Development in Paris.

Mr. Raison

The sixth consultation on the second replenishment of the financial resources of the International Fund for Agricultural Development took place in Paris from 20 to 22 October, and continued in the margins of the fund's governing council until 26 October. No agreement was reached on the respective amounts to be pledged to the replenishment by category I (OECD members) and category II (OPEC members). A further meeting will take place in Rome on 6–7 December.
