Mr. Tim Smith

asked the Secretary of State for Trade and Industry, further to the Minister of State's speech to the Kleinwort Benson lunch on 17 October, if he will make a statement about the conclusions which he has reached on the institutional structure of future regulation of the financial services industry.

I have placed in the Library a copy of the speech I made on this subject on 17 October. The Government intend to publish a White Paper before the end of the year.
