§ Mr. Ron Daviesasked the Secretary of State for Trade and Industry what is the Government's policy towards the principle of additionality in the case of funds provided by the European Commission as part of its regional policy initiatives, in particular regional development fund aid to local authorities and the proposals for integrated development operations.
§ Mr. TrippierThe United Kingdom's receipts from the European regional development fund are taken into account in determining the financial provision for the appropriate public expenditure programmes, which is higher than it would otherwise be. Since integrated operations are not intended to increase public expenditure, but to make more effective use of existing expenditure, the question of further additionality does not arise.
