asked Her Majesty's Government:

Whether it is customary for a traffic warden to affix a fixed penalty notice under Section 80 of the Road Traffic Regulation Act 1967 to a vehicle already lawfully parked in a residents' parking bay before the bay has been suspended.

It would be unusual for a traffic warden to know that a particular vehicle had been parked in a bay before the bay had been suspended. Where the circumstances of the suspension are such that the owner or driver of a car could not reasonably be expected to know about the suspension the police will normally consider sympathetically applications for the fixed penalty notice or any charges to be cancelled. If the noble Earl has a particular incident in mind I should be happy to have inquiries made if he would let me have details.
