Mr. Dalyell

asked the Secretary of State for Foreign and Commonwealth Affairs why he will not release all closed records pertaining to Falkland Islands title problems.

Mr. Renton

It would not be in the public interest to do so.

Mr. Dalyell

asked the Secretary of State for Foreign and Commonwealth Affairs what response he is giving to the statement of 18 October by the Secretary-General of the United Nations that confidence-building measures and dialogue could help Britain and Argentina resolve the dispute over the Falkland Islands.

In his report to the General Assembly on the question of the Falkland Islands, dated 17 October 1984, the Secretary-General has saidIt continues to be my belief that dialogue and confidence-building measures can help both countries restore normalcy in the South Atlantic".

We have consistently stated that we share this view and regret that progress has been blocked by Argentina's insistence that there can be no normalisation without agreement on the establishment of a mechanism to discuss sovereignty.
