asked the Secretary of State for Social Services what steps he is taking to give publicity to the Supplementary Benefits (Urgent Cases) Regulations 1981 as amended by S.I. 1981, No. 1529 and S.I. 1982, Nos. 907 and 914; and if he will make a statement.

Information about urgent needs payments is available in the "Supplementary Benefits Handbook". More detailed guidance is contained in the Department's published "S Manual" which is available for inspection at local offices and is also held by citizens advice bureaux and larger public libraries. Leaflets SB1 and SB2 which are generally available advise claimants to make a direct approach to the local office if money is needed urgently. In addition, the Department's freefone service, which is available countrywide (except for the London area) provides general advice and information on all social security benefits including the help which can be given by way of urgent needs payments.
