asked Her Majesty's Government:

Whether planning permission was given for the GLC to erect a banner on the roof of County Hall.

I understand that the Greater London Council and Lambeth Council agreed that the erection of this banner came within Class 1 Regulation 14 of the Town and Country Planning (Control of Advertisements) Regulations 1969 and thus did not require express planning consent. Class 1 covers, Functional advertisements of local authorities, statutory undertakers and public transport undertakers".
