asked the Secretary of State for Education and Science if he will ask the National Advisory Body for Higher Education to review its planning and consultation procedures.

Mr. Brooke

It is for the National Advisory Body for Local Authority Higher Education to determine its own procedures, consistent with the terms of reference established by my right hon. Friend. The welcome openness of the NAB's procedures also exposes them to considerable outside scrutiny and debate.
