§ Sir George YoungOn 4 July the Secretary of State issued circular 15/84, "Land for Housing", which asked local authorities to ensure an adequate and continuing supply of land for housing. The circular stressed the need for the planning system to cater effectively for the demand for private sector housing, and that there should be an adequate supply of land to meet that demand and other housing requirements.
