asked the Secretary of State for Scotland if he will make a statement on the urban aid programme in Scotland.

My right hon. Friend announced at a meeting with the Convention of Scottish Local Authorities on 24 August 1984 that he was lifting the suspension of new project approvals under the urban programme. He set out the revised objectives, criteria and priorities for the programme and indicated that he was prepared to authorise consideration by the Scottish Development Department of project applications for 1985–86 on the basis of a programme totalling up to £23.1 million current expenditure and, in advance of public expenditure decisions later in the year, up to £6 million capital expenditure. A circular advising local authorities of the policy statement and inviting submission of applications for the1985–86 programme will be issued shortly.
