asked the Secretary of State for Foreign and Commonwealth Affairs what funds he is providing to promote crops substitution in Pakistan in a bid to control heroin trafficking; how the funds are to be administered and monitored; and if he will make a statement.

Mr. Renton

I have agreed, subject to parliamentary approval, that the ODA should provide £1 million to assist with a programme intended to substitute other crops for poppy growing in the North-West Frontier province of Pakistan. The programme will be administered by a special development executive set up by the government of North West Frontier province, and contributions by overseas donors will be co-ordinated and monitored by the United Nations fund for drug abuse Control.
