§ Mr. Kenneth ClarkeThe NHS tribunal is an independent statutory body subject to the Council on Tribunals. It is not accountable to my right hon. Friend and I cannot comment on its operations and proceedings. I understand that the longest outstanding reference to the tribunal was made in July 1983. An aspect of that case is awaiting a High Court ruling which is expected later this year.
