asked the Secretary of State for Wales if he will make a statement concerning the implementation of the milk quota scheme in Wales and the application of special measures to deal with special problems and hardship cases; and what extra measures he contemplates to deal with transitional difficulties which have arisen.

Five local panels of the Dairy Produce Quota Tribunal have been established in Wales and are processing the special case applications. All claims under the exceptional hardship category, as well as any appeals against the decisions of the local panels, are being considered by the main England and Wales tribunal.

There has been a very good response to the outgoers scheme which will make a further 2¼ per cent. of quota available for redistribution and the aid to small milk producers scheme is being continued. We have no present plans to introduce any further measures to deal with transitional difficulties.
