asked the Secretary of State for Defence what are the terms of reference of the study undertaken into the defence medical services by Sir Henry Yellowlees.

The terms of reference wereAgainst the assumption that there will continue to be three uniformed medical services, you are invited to consider

  1. a. the form of a Headquarters structure which might bring together the policy and Administration of the medical resources of the 3 Services more effectively and economically;
  2. b. arrangements for use of MOD, NHS and private sector resources and services, in particular as regards hospitals, in training and practise, so as to achieve maximum cost effective use of all resources, and within such use a basis for settlement of costs;
  3. c. the role of reserves in conjunction with civil medical resources, on the outbreak of war."
