§ Mr. Peter Morrison[pursuant to his reply, 27 November 1984, c. 440]: The needs of most youngsters on the youth training scheme are generally best met through employer-led mode A schemes. However, mode B schemes have a continuing and important role to play, especially where the particular needs of some youngsters are best provided for in this way or where there is a limited range of opportunities available under mode A.
