asked the Secretary of State for Trade and Industry if he will ask the Office of Fair Trading to investigate the discontinuation of sales of certain spirits to supermarket chains, manufacturers or distributors; and if he will make a statement.

Under the Resale Prices Act 1976 it is generally unlawful for a supplier to withhold supplies from a dealer solely because the dealer has resold goods below the recommended price. But where the dealer has used similar goods as loss leaders within the previous 12 months, supplies may lawfully be withheld. Complaints about possible breaches of the Act should be directed to the Office of Fair Trading. The Director General of Fair Trading has said that he is prepared to investigate specific allegations of misuse of market power.
