asked the Secretary of State for the Environment if he will introduce legislation to require that all new public buildings be constructed with cellars capable of being adapted as nuclear shelters.

asked the Secretary of State for the Environment if he can give any financial inducement to encourage the inclusion of nuclear shelters in the construction of new domestic, public or industrial buildings.
