asked the Secretary of State for the Environment if he has sought discussions with Leicester city council about his rate capping proposals for the city and their intended effect on the services provided by that council.

I have repeatedly emphasised that it has over the last few months been open to any authority designated for rate limitation to approach me for a redetermination of their expenditure level. However time is running out, since I shall soon have to start the process of fixing rate limits.

I have not received any such approach from Leicester city council. I can only therefore assume that it is content to plan its spending within the expenditure level proposed.
